Is the Local Housing Market Finally Becoming Easier for Buyers?

After several years of limited inventory, intense competition, and rapidly rising home prices, buyers throughout Hanover, York County, and Adams County are asking an important question:

Is buying a home finally getting easier?

The answer is yes—but only in certain ways.

Buyers are beginning to see more homes come onto the market, and some sellers are becoming more willing to negotiate. However, desirable homes that are priced correctly can still sell quickly and attract multiple offers. The local market is becoming more manageable, but it has not completely shifted into a buyer’s market.

Buyers Have More Homes to Choose From

One of the most encouraging developments for buyers is the gradual increase in available inventory.

York County had approximately 718 active listings in June 2026, up from 594 in February. More inventory means buyers may have a better chance of finding a home that fits their needs without feeling pressured to purchase the first acceptable property they see.

Adams County buyers are also seeing more choices. Zillow reported 268 homes for sale in Adams County at the end of June 2026, including 116 new listings added during the month.

This does not mean there is suddenly an oversupply of homes. Inventory remains limited in many popular price ranges, particularly for move-in-ready homes below approximately $350,000. Still, buyers generally have more opportunities than they did during the most competitive years of the market.

Some Sellers Are More Willing to Negotiate

When sellers received multiple offers immediately after listing, buyers had very little negotiating power. That environment is beginning to change for certain properties.

Homes that have been on the market for several weeks may give buyers an opportunity to negotiate:

  • The purchase price

  • Seller-paid closing costs

  • Inspection repairs or credits

  • Settlement timing

  • Included appliances or personal property

  • Mortgage-rate buydowns

Buyers should not assume that every seller will accept a lower offer. However, there are now more situations where a well-structured offer below the asking price may receive serious consideration.

The greatest negotiating opportunities are usually found with homes that are overpriced, need cosmetic improvements, have unusual features, or have already experienced a price reduction.

The Best Homes Are Still Selling Quickly

Although conditions are improving for buyers, the strongest local listings remain competitive.

Over the three-month period ending in May 2026, York County homes sold after a median of only eight days on the market. The median sale price was approximately $299,000, representing a 1.2% increase from the previous year.

Adams County homes sold after a median of approximately 14 days during the same period. The reported median sale price was approximately $347,000.

The lesson for buyers is simple: more inventory does not mean you can move slowly on every property.

A well-maintained home in a desirable location, priced appropriately for the market, may still receive significant attention during its first weekend. Buyers should have their financing prepared and be ready to make a confident decision when the right home becomes available.

Buyers May Face Less Pressure to Waive Protections

During the most competitive periods, some buyers felt obligated to waive inspections, appraisal protections, or other important contingencies.

That is becoming less necessary in many situations.

Buyers may now be able to submit offers that include a traditional home inspection while remaining competitive. There may also be more room to request repairs or negotiate a credit after the inspection.

Every property and offer situation is different. A buyer should understand the risks before waiving any protection simply to make an offer appear stronger.

There are often safer ways to improve an offer, including flexible settlement dates, stronger financing documentation, larger deposits, or shorter contingency periods.

Affordability Is Still the Biggest Challenge

The market may be becoming less competitive, but that does not automatically make homes more affordable.

Home prices throughout York and Adams counties remain substantially higher than they were several years ago. Mortgage rates also continue to have a major effect on monthly payments and purchasing power.

A buyer may have more negotiating leverage but still face a difficult monthly payment. That is why buyers should look beyond the purchase price and consider:

  • Property taxes

  • Homeowners insurance

  • Mortgage insurance

  • Utility expenses

  • Maintenance and repairs

  • Homeowners association fees

  • Future improvement costs

A home that costs slightly less may not always produce the lowest monthly payment, particularly if it carries higher property taxes or requires immediate repairs.

Should Buyers Continue Waiting?

Waiting may make sense when a buyer needs additional time to improve their credit, reduce debt, build savings, or establish stable employment.

Waiting solely because someone predicts that prices or mortgage rates will fall is more uncertain.

Even if mortgage rates eventually decline, lower rates could bring more buyers back into the market. That additional demand may increase competition and place upward pressure on home prices.

The better question is not simply, “Is this the perfect market?”

It is:

Can I comfortably afford a home that meets my needs, and do I expect to remain there long enough for ownership to make sense?

The local housing market is becoming somewhat easier for buyers, but it is not easy across the board.

Buyers have more listings to consider, additional opportunities to negotiate, and a better chance of keeping reasonable inspection protections. At the same time, properly priced homes in Hanover, York County, Adams County, and surrounding communities can still sell very quickly.

Successful buyers need to balance patience with preparation. They should avoid rushing into the wrong property, but they must also be prepared to act when the right opportunity appears.

The strongest strategy is to obtain a complete mortgage preapproval, establish a realistic monthly-payment range, understand the local market, and evaluate each property individually.
